Most cases of dropsy are caused by Mycobacteria, which are ubiquitous 
organisms present in most aquarium water. Treating with antibiotics is 
futile, if they are the cause in this case. I also recommend against 
treating healthy fish as that is likely to lead to antibiotic resistance 
in other organisms. If you are changing that much water that often, I am 
not sure what you could have done to prevent this. Mycobacteria are 
mostly a problem when water conditions are poor.

You are right to clean and disinfect affected tanks, but that is 
probably about all you can do.
