There never was a delivery time guarantee on priority mail, however there is 
a guarantee on Express mail.  Sometimes one day but 2 day to some locations. 
At my PO if I take a box in on Saturday morning, the clock does not start 
until Monday.  Then it is guaranteed to be delivered on Tuesday or Wednesday 
depending on the delivery location. The PO will give you the date and if not 
there, refund your postage.
