Those of us in St Louis, me, Jack Heller and Nevin have had great 
luck with carry on baggage with fish. The air lines ( South West, 
etc.) might make a stir with it but the Fed inspectors will inspect 
each bag for their watch items and pass it on through. I have always 
opened my bags and explained the fish inside are Ornamentals and 
intended for a "Fish Show". That is all it has ever taken. No 
problems as long as you are open about it all.
