Therin lies your basic problem. Do some water changes with tap water, 
and dose nitrogen, potassium and phosphates. Your plants are too starved 
which encourages algae outbreaks. Pure RO water usually lacks enough 
basic electrolytes for plants or fish to do well.

If you mean American-Flag Fish, no. They won't touch it, normally. [No 
such thing as a Florida Flag Fish.] /Jordanella floridae/ are found in 
several gulf-coast states. The common name comes from the resemblance of 
the male to our national emblem.
