Yes and no. If the water you are introducing is different than the water in 
the tank it can be fatal to fish. If the water you are introducing has toxicity 
(chlorine or chloramine) it can be fatal. However once a satisfactory 
reliable source of water is established (by treatment, filtration, adsorption or 
synthesis from RO water) and the regimen of regular changes is established, then 
the only detriment might be lack of plant nutrients. That could be the source 
of water sprite failure, or it could be too little light, too warm or 
herbivores such as snails.
