Not to beg the question, but how do you plan to do your maintenance? If you 
are siphoning and reaching in by hand frequently you need at least 6-8 inches 
between the top of the lower tank and the bottom of the shelf above unless they 
are stepped back. If you plan on sliding the tanks out weekly to thoroughly 
clean, then less is needed. If you have an automatic water fill and overflow 
then less is needed for maintenance but you still need to catch fish 
occasionally.
