To accomplish that and still get lots of tanks in the allotted floor space stair step your rack to have an unencumbered access to the tanks.

Vertically, make sure that you can get a quart mason jar into the tanks
without tipping it, then you should have enough room for most anything
else you need as well.

A question for those with a fishroom, or at least rows of tanks on some
sort
of rack. What is the minimum distance between the rows that allows
maintenance of the tanks? Tanks are be mostly 10's and 5's, with a couple
of 20 longs.
