Novalek is the cheapest but they only have 4x8's or box liners left.  They told me they'd sell in "smaller quantities" but we never discussed any minimum.  They are 7 cents each.  I ordered 1000 bags from them so the minimum is definitely not more than that.  As for 11.5x19's, the cheapest so far is Kensfish but I'm awaiting a reply from him as to any discount on quantities.
