I understand what you are saying.  I am sure that you have heard the
old saying "the squeeky wheel gets the grease".  USPS has the power to
push the hand of Fed X.  If they want the business then they have to
play ball.  If no one pushes the USPS about this then they will not
feel motivated to change the contract.
