Thanks for the memo Richard, this is really helpful.
These things may be helping me to avoid scrutiny:
1) I use USPS.com to print pre-paid postage labels. This way I don't have to
talk to anyone. I used to wait in line to declare that I had liquid in my
boxes and was asked to stop and was allowed to just put the package through.
I was told that using USPS.com makes me a 'known shipper' because I have an
account there.
2) I usually mark 'perishable keep at room temperature'. I don't mention
fish.
3) I wear 'work clothes' collared shirt and pants, makes me look respectable
I guess...
I have a feeling that being in a dense urban center helps here. The postal
workers use minor clues such as dress, attitude and labeling because they
really don't have the time for anything else. I'll be switching to breather
bags soon and hope to continue to fly under the radar.

The postal regulation changed on March 4th 2005 at 2:35 PM. It was
distributed in memo form to the district postmasters. It hit me in
Binghamton on March 7th at 7:44 AM. I asked this list about problems on
March 10th and was given the DMM -CO 22.3 regulations (which I already
quoted to the local in Binghamton, regional in Syracuse and Postmaster
Generals office in Washington DC).
The memo states:
Effective immediately
The Commercial Airlines will no longer accept "lives" to transport as mail.
If you have any known customers that normally mail birds, crickets, bees,
reptiles, etc please make sure you inform them NOW that we can not accept as
mail (Express Mail, Priority etc) so they can make other arrangements. They
may have to contact the airlines to ship "as cargo".
As of right now if they are mailing to local destinations (i.e. Albany to
Syracuse) we can send them on a truck. If you are not sure if destination
is considered local, call your local Express Mail Office and they will get
the information for you. I will send this out hardcopy to post in your
office.
The above is an exact copy of the memo. Work is being done to change the
policy back to the original 22.3 I will write a sample letter, but there
are more pressing issues in my life right now (grades are due and parents
need to be called .... I am a teacher).
