You have obviously ticked off someone at your PO and now are getting the usual bureaucratic response. The only practical way is to play their own game. The DMM cited requires them to transport your fish, as long as there is reason to believe they will arrive alive. You past experience is proof that they will. Every PO has a copy of the regs. Not every clerk knows all of them.
