Have to agree with Frank; the concerted effort of a prestigious organization 
as
the AKA should be moren effective. For that matter, perhaps our leaders 
could
contact leaders of other aquarist associations and clubs. They also ship and 
are
in the same situation  and may be allies in this effort.
