It's called Dimilin aka diflubenzuron.  It's in flukes away or in pond cares
"Dimilin."

I couldn't find the powdered form on the net.  It maybe available from the
Florida Fish Farmers Coop.

I purchased this drug in the dry powder (1 tsp treats ~2,000gal) and treated
everything in my fish room which contained water.  Even little containers
and empty tanks!
