Actually, that's not quite the full story. You have to have an account with Fedex for them to accept live fish. It's the possibility of water leaking that they are concerned about. If you establish an account and arrange it with them that you can ship live fish on that account, which involves certain packaging requirement, you can ship via FedEx. If you are a casual customer, they won't accept them.

I find it hard to believe that fedex won't accept live fish, as 5 or 6 of the LFS I frequent get weekly shipments of fish delivered FedEx.
