I've found the ideal speed to drill is less than 100 RPM. At that speed or
slower you should be able to track a dot on the drill bit. If you are going
to fast it will start to blur. The ideal speed is also much slower than you
would expect it to be.
Search Ebay for glass drill or diamond drill and you can get 5 packs for
about $50. Only one or two of them work well for standard bulkhead sizes
but the others will work well for diy pvc bulkheads or drilling feeding
holes etc.

I have used only one type of glass bit in 3/4 inch size from

I also use slow speed on a cordless Craftsman drill. I don't think high
speed is necessarily good.
