Yes, but that is what is often shipped. With breathable bags you could fit 4 
fish, even with 2 inch styrofoam which would reduce it to 4.25 x5.5 x 3 
inches. Also ideal for sending eggs or live food cultures. The Styrofoam must be 
fitted well and taped tightly together.
