Sounds like a tight fit for any more than a pair or two. I would be
concerned about the insulation by fabricated Styrofoan liners, too.
I've seen this done too sloppily, too often. Personal opinion: I don't
think there's any substitute for a REAL (and thick) Styrofoam box when
the safety and lives of valuable killifish are concerned.

I just received some of these boxes for my business. They're Priority
Mail
2-3 day delivery, any place in the USA for $ 7.70. No weight limit. The
box
is sturdy and measures 8 1/2" X 11" X 6" high. If you put 1" styro
inside
top, bottom and all sides you would have an inside area of approximately
6
1/2" x 9" x 4" high. If you used 1/2" foam you could add an inch to the
inside measurements. Not a bad deal for $ 7.70. BTW, the boxes are free.
