Yes Sandy it sounds like dropsy. It is usually caused by an internal
bacterial infection. Can also be caused by constipation, usually a secondary
condition to the internal infection. It is most common in goldfish.
Treatment can sometimes be achieved with tetracycline or penicillin.
Naladixic acid is best though.  See if your local fish store carries Naladin
by Aquatronics. It is the best to use. Here is a link to a website selling
