The bottom line is that the Canadian govt has added a lot of tasks to 
the workload of the border guards, while not adding salary to cover the 
extra work. The Border Guards are applying the law to its most minute 
detail, as a pressure tactic in their salary negotiations. It's a 
temporary thing, but it has wreaked havoc on my attempts to import eggs 
this year. At least I can say it's too cold now, and try again next year 
when it's all been worked out and hopefully has settled back to normal.
