Bad news, it looks like they have switched to chloramine. This would
explain the "lead" worries and use of lime... well actually no. Lime
will harden the water as it is Calcium carbonate/bicarbonate that will
also keep the lead out of solution.
I would guess the lack of eggs is due to the chloramine that has been
reported by several people in various places (see chloramine related
threads at http://www.killies.com/forum) to inpair fertility.
