I have used plain peat tea and got belly-sliders. I have used just
oxygen tablets and got belly-sliders. I have used both peat tea and
oxygen tablets and still got belly-sliders BUT I have got fewer
belly-sliders using either of the two and still fewer when using both
together. I would suggest you employ both the use of oxygen tablets
and peat tea and add just a little fresh peat to boot.
Here in the lab we employ oxygen tablets and peat tea and if we feel
there is too little peat we add some more freshly prepared peat.
It is important to remove the fry from the peat as soon as possible
after hatching.

I do not suggest you start experimenting with eggs you can't afford to
loose. I would also not wet all the peat at one time so as to spread
the risk. An under developed fry will belly-slide regardless of how
you treat the water. Most belly-sliders that slide because of being
under-developed seem to recover but you have to be very careful with
them and keep their tank/tub clean with no strong currents.
