In my experience with F. diaphanus and many other cool water killies (and
other "minnows"), temperature may be the big problem. That may be partly due to
the lower oxygen content at higher temperatures, but aeration alone doesn't
seem to compensate for high temperatures for some of these fish. Refrigerated
transport and cool (under 65 degrees F) aquariums may be the answer.
