Express mail definitely can be slower than it once was and the USPS will base expected delivery time on which POs it leaves from and is delivered to. Here in the wilds of Oregon (Sweet Home PO, in a town of 8000 people) Express Mail is not guaranteed for less than 2 day delivery. However, if a parcel takes more than two days, the sender can claim a refund. That might not be satisfactory if fish don't make it, but sometimes they do and you can still claim the postage. It seems to me appropriate to do so because you paid for something you didn't receive.

I actually don't share your opinions of Priority Mail. I don't mail a lot of fish, but when I do I use Priority and it typically arrives in 2-3 days. I like to mail on a Saturday or a Monday. I DO tell the USPS clerks that the contents are perishable and they put a sticker to that effect on the parcel. They tell me that such parcels get priority amongst the Priority.

time to keep stuff alive at least.  Priority is a real iffy thing though. I
