Snake-away. Probably wouldn't be too good for the fish when it rains and washes into the pond, but it would keep the snakes away. ;)
You could also get a pet mongoose and get an invisible fence like they use for dogs...
IME garter snakes aren't overly fond of water, and while they like fish they won't go out of their way to catch them if there's plenty of other stuff on the menu. Just make the fish more work for the snakes to get at. More plant cover for the fish, more obstacles for the snakes to climb over/around. Fieldstone would make good obstacles, and maximize habitat for other food items like beetles, worms, amphibians, small children, etc.

I don't think you can. I had black netting over and around the lily pool, and king snakes kept getting stuck in it and dying.
A small diameter net might help.
