You need a very expensive drill bit, around $300.   The cheap type, you can only drill about 3-4 tanks .   Hand drill can be used.  you need running water on the glass surface.   It takes about 5 minutes to drill using the good drill bit, compare to 30 minutes for the cheap type($20).   Be patient and do not press too hard on the glass.
