I am not sure that declaring them as soil samples is always a good idea.
Some countries are very strict about the importation of soil. I know that
Canada is and anything entering this country lablelled as soil is likely to
be fumigated (unless special prior arrangements have been made with
Agriculture Canada).
Incidentally, the X-rays used for inspecting airline baggage, at least (I
don't know about mail), do not appear to harm either fish or eggs. I have
put thousands of fish through airport X-ray machines, in some cases multiple
times for the same batch of fish, with no adverse effects.
