The few times I've seen dropsy in my tanks it was following feedings of blackworms.  Not neccessarily heavy feedings, but we all have that one fish that pigs out and eats too much and doesn't let any other fish in the tank get fed. :)  These are the fish that I've had develope dropsy.  They've also always been fish that are getting on in age.
