I  agree with that it is dropsy,but now I am gonna  stick my neck out and be disagreeable:)
 Dropsy is caused by a Pseudomonas bacteria. And can be cure with an antibiotic..like Neomycin orFuran-2.
Stress is one cause. When I had goldfish crowded in a 75 tank, I had a case of the dropsy.I used an antibiotic(,also thinned out the number of goldfish).The rest did recover and did well.
