The usual suggestions are
Clean the equipment (which you have done) You don't say whether or not
you wipe off the biofilm though. If you just rinse or soak you may
still be leaving lots of bacteria on the container
Try new cysts (Which you have done)
How stable is the temp around your hatching containers?
How about your water source. Maybe trying bottled water will help
(avoid distilled water, as I have heard rumors that some companies use
copper in the distillation process.
Another suggestion would be to cut back on the quantity of cysts. I
measured the ammonia level in used hatching water once and I have never
seen that particular indicator turn so blue.

Not that the subject (artemia) has not been beaten to death, but I am
having
an unexplained problem with hatching: have been doing it for years,
fairly
uneventfully, but within the last several months I frequently have
batches
that fail to hatch at all. I have changed nothing in my technique:
about 20
ppt salinity (aged seawater/aged tap water), vigorous aeration. I have
changed cyst manufacturer, to no avail: if I start two batches (usually
in 2
liter inverted plastic soda bottles), one may fail and the other not.
Sometimes all fail for a couple days in a row and then they do fine.
There
is no pattern that I can detect. I always rinse containers in hot tap
water
between hatchings, sometimes have even tried mild bleach solution as a
rinse/soak. Any suggestions welcome?
