[Killietalk] RE: Airlines and Fish, yet again



There are several things going on.  the unknown or known shipper problem
is somthing that had been in effect before 9/11. I believe these are FAA
regulations regrding the acceptance of any freight, traveling on a
passenger aircraft, if it is being sent from an unknown shipper.
Bascially to be a known shipper a person would have had to be shipping air
cargo for a given time and a given ammount of time.  right before 9/11
this was being enforced and they had provisions for unknown shippers, to
have their cargo 100% hand inspected, and charged at the overtime rate of
the security agency, or the parcel would need to be shipped on a freight
only aircraft (no-passengers).  After 9/11 things got more restrictive.

	thus the florida fish farm shipments are not affected because they
are known shippers, have been making many regular shipments prior to 9/11.
You or me right off the street, no prior history would meet all sorts of
problems.  This probably affects counter to counter express service as
well.  The alternative is to work with a freight fowarded, ie known
shipper, that screens the freight, does delivery.  Or deal with an all
freight carrier.....

It may all be stupid as USPS parcels still can travel in passenger
airlines (they do between islands here and between states on the
mainland)....
