Have you postmaster look under 'live animals'. As I recall, the regs don't
specify fish. You will also fall under the section on shipping liquids.

I hate to both the list, but what was that postal reg which set up the rules
for shipping fish? Having outlined the  legitimate responsibilities of
shippers, it also then indicated that the USPS should be able to ship fish
