Bill Hodgkiss is auctioning a pair of A. mento on AquaBid right now.  He
usually has a pair up for auction.  I don't know if this is one of the
cold hardy species that you are looking for but here is the link.

Hi Joe,
I would love to go along on the trip to Turkey , however it is not 
possible for me now. I have been looking for some of the Aphanius 
species since last years convention. I wanted to try them out as a 
experiment and keep them in my outside pond year round. Some of the 
species can winter over, even in our Ohio winters. Unfortunately every 
time I find some they are usually bought out from under me.
