I had the same problem with a steel rack that had particle board shelves.  
The board sags in the center after awhile.  I went to the hardware store and 
bought lengths of steel angle iron the same length  as the shelves ( 4 ft in this 
case).  The steel is "L" shape in cross section and perforated.  I just cut 
about 1/4 inch of metal off of both ends of one side with a reciprocating saw.  
I then placed the metal bar under the particle board so that the long end 
rested on the shelf frame and the other side hung straight down,  This created an 
I-beam effect.  An additional benefit is that since the metal is perforated 
with large slots, I can hang all sorts of things from it( shop lights, air 
lines, water pipe, etc.)  This metal is fairly cheap for the amount of strength 
you get--about$4-5 for a piece.
