And I think you still clear customs at SFO when coming from Hawaii. No?

Actually you almost certainly will if you failed to list them on your 
"purchases abroad" form on the plane, as that would be smuggling. Safest 
way is to go ahead and declare them and just hope they don't call the 
F&WL service over "domestically-produced pet tropical fish" you have 
properly declared on the customs form.
