The US F&WL service has a list of designated ports of entry. Inspectors are present at those ports and it is only necessary to make an appointment for an inspection. There are other ports where they do have inspectors, but which are not designated ports of entry. An example is the border with Canada at Buffalo. At such ports, it is possible to have fish inspected IF the local inspectors are willing to do it. You have to get their agreement first, make the appointment and there is an extra fee. I assume there are some international airports, and I guess Charlotte is one of them, that don't have inspectors at all.

What I am saying is based on my personal experience, but a lot of this information is available on the F&WL web site.
