OK, so now I see the point. F&WL would only become involved if the fish were shipped from outside the US, including Canada. Ergo, these fish must fall into that category. Possibly someone is trying to import fancy guppies from some breeder in one of the eastern countries, without including the proper paperwork.

The moral of that story is that one must work with the F&WL people. I have done so extensively and have found always that they are helpful. If you importations are legal, and if you have the proper documents, they won't give you any problem. They will inspect the fish and they may charge for the inspection, depending on whether you are commercial or if the shipment is large. In other words "Do it right".
