I think it can be done, Joel.
The biggest problem may be that the eggs don't want to hatch, as the
hard water may interfere with the normal dissolving of the chorion that
happens at hatch time. You can try gradually doing 50% daily distilled
(or RO or DI) water changes on fresh eggs until the hardness is down
around 6 or so. [Avoid any use of dyes, as they, too, can toughen the
eggs and retard hatching.]
I like to hatch small groups of eggs in Petri dishes, as they are easy
to observe, and the water is very shallow, so they get very good oxygen.
If you do move the breeders to a mix of distilled water and tap, do it
at 50% steps maximum or drip acclimate them to the softer water, as
sudden changes to much lower tds water can be *very* hard on skin and
gills. IDK what it does to eggs, but it probably is not good to do it
too fast.
