Our local PO has always refused bare styros to send(I have received them
though?)  I now label as "perishible, keep at room temperature" and do not
mention fish on the label.  With an outer cardboard, they usually only ask
if perishable.  Problem is prioroity mail has become very undependable,
sometimes taking a week or more.  Not too long for the fish, but if temp is
a problem it can be fatal.
