Hi Ben, welcome to the hobby.
The information you've found on the Web is correct; the females have the black
spots on the dorsal fin. In general, only the male should have a red anal fin,
but the coloration is so pronounced in the male (especially after the addition
of a little salt to the water), especially if he's the only one in the aquarium,
that sex really shouldn't be in doubt.
Jordanella floridae is a pretty common fish--you could probably ask your LFS if
they could get them in. Too bad I haven't put mops in with my trio yet; I'd be
glad to send you some eggs Mine have been spawning nonstop, albeit on the tank
bottom where the eggs rot.
