Fish having no sensation of pain is common knowledge; whether in fact that is 
true can only be absolutely known by fishes themselves. However, a cut across 
the spine would have to be administered by a capable person with some degree 
of proficiency. Massive trauma to the body (i.e. slamming down on a surface), 
while causing death does not convey an absolute certainty of instant and 
painless death.
The most humane method of euthanizing would therefore be to place a fish in a 
bag with a bit of water, lay the lay flat in a freezer and have the fish 
succumb to hypothermia stress...which should be painless.
