I live in Canada and have brought plants in in the past.
Technically there are no restrictions on plants as long as they do not
appear on the CITES listings.
However there are plenty of rules that must be followed to get them in. You
must have an import permit issued by Customs, The plants must be accompanied
by a phytosanitary certificate and they must be bare root.
Once they arive they will not be released by customs till Agriculture Canada
has done their inspection.Can take some time depending on your location.

Unless you are brining in plants commercially it is too much trouble to do
it the normal way, the costs for phytosanitary certificates outweigh the
costs of the plants in most instances.

My only sugestion is to try to get them in unannounced.( don't mention my
name if you are caught.)
