I think you are on the right track with the bleach as the only time I get poor hatchs is when I get lazy and do not clean the container properly. I use wide mouth plastic gallon jarw that I can get my hand inside, I scald the jar with 140 degree water then clean the inside with a scrubber and rinse. This leaves very little slime inside which is bacteria to mess up the hatch. I also believe that chlorine and chloramine in the water helps to keep the bacteria in check and does little harm to the BBS. In 80 degree water you can get a bacteria bloom in no time at all.
