 Are you saying birth control should be enforced so that man does not
continue to overpopulate the places that these fish come from . Should we
also discontinue the distribution of billions of dollars of food aid and the
recent 3 billion that our president promised Africa for aids. (As soon as he
got home he asked Congress for only 2 Billion.) In other words just let
nature take its course and to heck with the humans to save wildlife?

As I understand it we do have the stuff to create new ponds in a hurry with.
