We can speculate forever on this mystery of the strange deaths of bagged killifish.   Maybe they were fried by those nasty X-rays?  etc, etc.  Wouldn't we all do a little better if we got our fish ready for shipment in hard water with lots of buffer?  What pH was found in the bags of the sick fish?
I have had great luck shipping fish.  Knock on wood.  Perhaps the fact that I cannot create an acid crash with it has something to do with this luck?    PH is 8.2 with tons of buffer from my well.
