The questionnaire has been available online in recent years. My 
understanding is that online submissions exceeded paper, but I will also 
admit that participation was still weak. You can lead a horse to water, etc.

I have thought about the option of online voting. The issues of security 
and preventing duplication of voting present a real problem. Maybe some day.
