The USPS is, more-or-less, obligated to take your properly packaged
fish, but often the local workers are not aware of the regs or even
where to look for them.
My Postmaster, in Modesto, suggested the following label should be on
the package:
PERISHABLE
Small Cold-Blooded Animals
DMM CO22.3.2
I made "Avery" labels with the PERISHABLE in big bold red letters. It
has a special significance to mail handlers, and they do try to push it
through the fastest possible way. [Cover with clear tape, as ink-jet
color inks are not very water resistant.]
The rest of the label points them right to the regs they have, locally,
that define the fact that mail shipment is proper for small fish.
