Once the committee gets the money they can get them from anywhere they wish.

I think there should be a real committee with two people from each of four
different import areas of the country working on it.

The tanks and other stuff they need can be provided by the committee
funding, that is the reason for that much money to start with.

We have learned in the past that it takes more than one person alone to do
the job. ( with the exception of Lenny )
