Question about Hagen Co2, and Grossostigma elatinoides

Do the bubbles shrink as  they rise?  Although I have Eclipse biowheel
filter hoods on all my tanks, I find that the fine bubbles from my diffuser
shrink noticeably on their way up to the surface, I think because CO2 is
being absorbed by the water, and some dissolve completely.  So even though
there's a trail of bubbles to the top, some CO2 makes it into the water.
The plants do seem to notice when it's on, although they don't really
pearl.
