This happened to me a number of times with Gularis fry, as well as other 
water-incubated fundulopanchax and aphyosemion.  I solved it by cutting my 
tap water (TDS 160-180ppm) with deionized water 50/50 to reduce the mineral 
content that I suspected was "hardening" the egg membrane.  It seemed to work 
and has become my standard incubation mix for all killies except for 
Aphanius, which are adapted to harder water.
