The water-temperatures in the northern Mediaterranean Sea range from 13 to 14°C in the Winter to more than 25°C in the high Season.
In the Season it is hard to find a place at the water, and there are lots of swimmers.
If you like to see topless swimmers, you are totally wrong in Italia. In France, they have other ideas, and you will find a lot of places with people who are not only top-less. :-)
